First of all Congratulations for getting good score in class 12. Now,  coming to the point, as far as general category is concerned, a mere 82%is not enough to give you a seat in Delhi University.
Your chances of getting admission in Delhi university depends on your category and the course you want to pursue. If you belong to SC or ST category,  your chances of getting admission increases. For courses like Hindi Hons and sanskrit Hons. the cutoff is usually less.
But,  In total,  you have very low chance of getting admission in Delhi university.

you haven't mentioned the course you want to take the admissions in .the % recquirements is different for different subjects . it is high for subjects like maths,CS,physics etc and slightely low for subjects like life sciences or instrumentation . it is also important to know your category. so the best way to know wheter you will get admissions or not is to look through the last year cutoffs
