Cutoffs changes every year as it is somewhat dependent upon the difficulty of the paper and the number of Students appearing for the exam.

If you consider previous 3 to 4 year trend then with this score your rank will be around 9k to 9.5k.

I think with this rank you can get ECE in Vizag branch.
