Hello Sanjeev,
sorry to say you but you won't be eligible to get  CSE in any engineering college even considering your state quota.
Now let's talk about ECE(Electronics and communications engineering). The truth is that ECE is very underestimated engineering branch in India .Hence you won't be able to grab packages like CSE and syllabus of four years is also very tough.
But the good side is that you will learn a lot of new things if you get enrolled in ECE and there is very much demand of those engineers in PSUs.
I will suggest you to try your home state engineering colleges then you might get CSE or ECE . Best of luck.
