According to the percentile you have mentioned in the question tour rank is expected to be in the range of 35,000-38,000 and on the basis of this rank you have chances of getting ECE in NIT Goa only if you belong to either Goa or any of the three Union Territories which are Lakshadweep, Daman & Diu and Dadra & Nagar Haveli as per previous year's cut-off. As cut-offs for this year is not declared yet so we can guide you on the basis of previous year's cut-offs which are mentioned in the link given below :-

Note that the cut-offs are bound to change evry year depending upon various factors, so to get an idea we can use last year's cut-offs.
