Yes definitely you are eligible for second round of IPU Counselling. That Seat Acceptance Letter is temporary and must have stated your Float Status and your Current Seat Allotment, after payment of the Seat acceptance fee. Henceforth if you are alloted a seat in your higher preference in Round w you will receive a new Seat Allotment Letter.
