Basically the counselling system is little bit complex if you haven't gone through all the fee details category wise. Add to it VIT do not disclose any cutoffs or any particular closing rank category wise.

But in general if you consider previous year trends then with this rank there isn't any chance of getting CSE in Vellore or  Chennai campus(25% chance only) in any of the 4 categories. May be you can get in Amravathi campus.
