First of all you have to  apply to the administrative officer of the respective college for requesting to open the option portal in which you can submit your prayer with required documents por your to register your unwillingness for accepting the seat they have allotted to you. In which it will be very easy  to submit your penalty fees within the stipulated days through online. All the documents will be posted  within the stipulated days and time.
