Hi

Yes you can surrender this seat if you have already taken admission in another college.

Normally the fee is asked for upfront you move any further than the first round. But you can leave the seat and take your admission which has already been given .

I would like to tell you that when you got the seat you did not pay anything so your seat was not freezed. As you have taken admision in some other college you can surely surrender it.
