If you qualify the IPU Entrance test or the JEE Main Paper 2 (as the IPU has started taking admissions through National level entrance exams) and satisfy the cut-off for respective institute under IPU offering the course then you can get the admission. Category-wise reservation would help you in JEE Main Paper 2, not in IPU entrance.
