Yes, you can apply for your State Quota Counselling after Round 2 of All India Counselling but there are certain conditions:

If you got a seat in AIQ Round 2 then after Allotment you need to take decision within 2 days about joining of that particular College, if you don't want to join Allotted College of Round 2 then you can take exit from AIQ Counselling with Forfeiture of Counselling Security Fee (AIQ Counselling Security Money will not be refunded to you) and after that you can go with State Quota Counselling. But after 2 days it's mandatory to join Allotted College of Round 2 AIQ and you can not participate in further Counselling processes, not even in State Counselling.
