If you have applied for withdrawal of the money of the counselling fee after 30 days off official notice then your money will not be refund but since you have already  received receipt for money refund you will surely get your money back soon. 

Most probably after completion of spot counselling it will hardly take one or two weeks and your money will be refund so don't worry.
