Yes you can. If the Software Engineering Comes Under Computer Department then yes you can easily apply for that.

But, you must be having that particular GATE score to apply for. One more thing, there is no such Interview or Written Exams like in IIt's for the selection in NIT's so you can directly get the admission.

I have downloaded a pdf for MTech eligibility from NIT Rourkela. It's written that BE must be in CSE, IT or Sofware.
