Until and unless the college accepts your decision of Changing the college it's not sure that you can change the college.

Some of the colleges doesn't give a permission 9f Changing the college.

Where few of them can be changed only if the other colleges college comes under same recognition or affiliation.

In most of the cases, it is allowed to change the  college only after 2,4 semesters. So, inform in the college about your decision. But remember Your reason Should be valid. Remaining details they will let you know.
