I have got 82.4 %in 12th cbse but not able to clear math exam can I get admission in b. Com Hons through SC category

No you won't get any College under the university of Delhi, New Delhi for pursuing Bachelor's in commerce honours. The basic eligibility criteria for admissions is that you must have had mathematics in class 12th boards examinations and you must have atleast passed it , which you didn't so you are not eligible for admissions to the same. You can give an improvement enhancement test and apply next year for the admissions.
