if you did not fill the ip university b.com form, you missed the opportunity to get admission in ipu for b.com.

you can apply for b.com hons/prog at delhi university.

you can also apply for BBA/eco hons at IPU or Delhi technological university.

if your 12th marks are not adequate for admission in DU/DTU, you can apply to other private colleges like JIMS, amity university, sharda university, IILM but the degree of a pvt college won't hold much value.
