Even though the documents you possess are valid and can be put to use, from my personal experience I can tell you that most DU colleges are very fussy about students coming from outside Delhi and check their documents rather strictly. There is a high probability of their denying you admission due to lack of required document which is OBC certificate in your case.

Its better you get your OBC certificate made as the admissions still have some time and the certificate would take less than a week. My personal suggestion.
