yes it is valid. you can use it. Check for valid period. if it has crossed validity period then you have to reissue another one for use. Expired one will not be accepted. As some process will get delayed so plan accordingly.

it have 12 months and 36 months validity for central and state government respectively . Better to check again and apply if date is getting covered before any process where it will be used.
