To answer your query, no, you cannot shift from other state to another, or from one college to another, once you take admission in a particular medical college, be it in management quota or a government one. You would want to decide a college based on your marks and the state you are comfortable in. However, if you decide to leave MBBS in between of the course, you will have to pay full 5 year fee as penalty. Hope it helps!
