Electronics and communication branch will always be the answer in this case because even if say that JNTU Hyderabad has a great placement, then also the placement for Chemical branch will not be better than Placement for Electronics and Communication. And JNTU Sultanpur is a good college with good teachers. So now its upto your interest. If you want Chemical then surely go for it.
