I would suggest you to wait for 24 hours as it might take a while to show the confirmation page for the payment of fee.

Also, if will not be submitted to the authorities, then it will automatically returned to you on the same account number from which you have paid, that too in 24 hours.

If none of the above mentioned happens, I would suggest you to contact the authorities and discuss your issue as soon as possible.
