Apicet is entrance exam to do your graduation in MBA and MCA 

Based on your rank and caste definitely you will get better college to do your graduation but when you attend couselling inter memo is complesary you need to submit or else you may not be allowed to attend web counseling to put your preferred colleges so inter certificates is complesary without that you can't complete your documents verification and if you got your memo and complete all process then definitely you will get fee reimburment if your income is below 1lakh
