What program are you planning to pursue? Masters program in Canada is very competitive. The top universities require students who are performing well in their previous courses as well as GRE and IELTS/TOEFL etc.

About your IELTS score, I suggest appear for the exam again and try to score at least a 7 band and above. Also, try to do score well in GRE as it might help you to overcome the shortcoming of your CGPA.
