Yes you will be eligible for jee 2019.
My friend also give his improvement exam in 2017 and he passed from 12th in 2016.
So don't worry you are eligible but be remember that don't fill your last or previous year marks in the application form of jee mains 2019.

you can appear for jee even when your PCM percentage is less than 75%, but in this case you can not apply for IITs,NITs,OR other center govt. colleges.
yes you can appear for improvement exam and then you can appear for JEE till the age of 24 and maximum attempts are limited to 3.
