The chances are very less as these cutoffs will open only on admission  based on cancellation process. It meant if people withdraw there admissions from that particular college and if the seats are still available or if the college feels a requirement of more admissions then it might reopen the cutoffs in the next cutoff. But the chance still be less, they may or may not open it and in these cases the % rarely go down for the courses.
