As far as I remember the compartment exams of CBSE are held in the month of June or July and the results are out by the end of August, but all the rounds of JAC Delhi are finished by the end of July or max August first week, even the spot/special round. So i believe you wont be allowed to sit for the counselling. But i would still suggest you to check with the JAC officials once.
