I am sorry to inform you that if you don't apply for the first round in WBJEE counseling, you won't be able to apply in the third or mop up round.
It is a sequential process and you have to follow it strictly.
In the first round, they will allot you one college. Then, if you don't like that college you can choose some other in the 2nd round and the process will continue upto the mop-up round.
So, you should start applying from the first round itself.
And yes the mop up is held every year but it totally depends on the number of seats available.
