Hello,

If you are currently admitted to Government engineering College, Ajmer and gets Arya college in upward movement round or spot counselling round the complete fees will get automatically transferd by REAP. 

But if you take admission outside the REAP procedure mentioned on the website you will need to manually cancel your seat at GEC and your fees will be transferred to your account.

If I take admission in gec ajmer and pay 1st semester fees can I cancel my seat and get my money back

Yes according to document released by REAP in 2016 when the REAP started you can cancel your seat till a given time limit and can get refund. REAP will cut a minimal charge from your fees.
You can find that document on google by searching "can i cancel my reap seat"
