As per the rules of Neet All India quota counselling, the candidate who has been allotted a seat in the first round of counselling and if the candidate has not joined that allotted college for furthur verification, is also eligible for round 2 of Neet all India counselling. So if you haven't joined that allotted medical college, you can surely participate in the round 2 of Neet all India counselling. You need to fill your choices for round 2 when the authority will ask to do so.
