No, you cannot get admission to Panjab University , Chandigarh but you are not able to qualify PU entrance test for law. Admission is made strictly on the basis of the merit scored in the entrance exam.
If you get fail to qualify the entrance, you can go for colleges or universities offering LLB course under the affiliation of Panjab University, Chandigarh.
There are also some universities or colleges taking admission in the basis of merit only like Punjabi University,Patiala.
