I am actually a bit confused about your question whether you're asking if you can do B.Com hons without Maths as a subject in the course or if you can do B.Com hons without maths as a subject in class 11&12th. So, I will answer both the questions.

For the first part, no if you're doing B.Com Hons then you have to study maths in one of the semesters.

For the second part, yes you can definitely do B.Com hons even if you were not having maths as a subject in class 11&12. You just have to pass Class 12 with a minimum aggregate of 50%. And you have to do well in GGSIPU CET exam.
