It is a 4 years course. Admission is through EAMCET counseling or by enrollment with Jawaharlal Nehru Technology University, Kakinada.

Hope you are doing great. With regard to your question, YES, JNTU Kakinada has Btech course in Aeronautical Engineering. You can choose the option, however, you need to score good marks in AP EAMCET, to study the course. EAMCET is compulsory to get admission into the colleges.
