Yes, Any other students except delhi can also apply for DTU under 15%(Other State Quota). For that you need to give JEE Mains, then you need to take part Joint Admission Counseling( Conducted by DTU only for admission).

DTU doesnt take WBJEE scores  only studnets who have appeared for Jee Mains across India are eligible. 

Stud3who have appeared for DTU entrance exam also eligible.
