Yes, NCERT books are enough for the JEE Mains Chemistry. Around 80% of questions from Chemistry in the JEE Mains exam will be from NCERT directly or indirectly. If you would have read NCERT properly you would be able to solve 65% of the questions easily.

NCERT, in my opinion, is sufficient for obtaining respectable marks in chemistry in the Mains. However, as the difficulty of the JEE Mains has been rising over the past several years, you need consult some other books if you want to achieve high scores. NCERT is still a fundamental course that you must have finished at least once or twice. You may get 60 to 70 percent of your chemistry grades by simply using the NCERT.
You may get books from Vibrant Academic HODs Chemistry for higher levels. These can also be helpful for JEE Advanced.
