Yes, Ph.D. in Library and Information Science is available at Delhi University. Hence you get a seat there you need to go through the admission procedure which includes the Entrance Exam and an Interview. There are some special set of situations where an aspirant can skip the entrance exam and can directly go for an interview. You can find those sets of situations on the official Delhi University website.

The syllabus of the entrance exam will consist of 50% questions on research aptitude/methodology and 50% subject-specific questions. And the syllabus for the written examination of each M.Phil./Ph.D. program is as given
on the respective Departments website of Delhi University.
