Hii Rengaraj!!! Madras University is a well renowned University, one of the best universities of India. We can come to this conclusion because it has given us maestros like Ramanujan, C.V.Raman. Also NAAC has given it A credit. Talking about the 2nd half of your question, Yess it does provide UG courses as well like B.Sc, B.Com, B.A. For more details please check the below link.
