Hello Aspirant,

In NEET 2019 seat allotment 85% of seats are given to home state candidates based on their ranks remaining 15% of seats are given for candidates from other states all over India and this is known as All India quota. For example if you belong to a state 'A' and you have secured a good rank above the cut off prescribed by  a particular college in your home state 'A' then you will be allotted a seat likewise 85% of seats are filled with home state candidates, remaining 15% of seats are given to those who have secured more that cut off rank prescribed by the college all over India.

I hope this is helpful.
All the best!
