There is nothing to be confused between all india quota seats and the state quota seats because it simple states that in all india quota , candidates from all over India will be eligible except the those falling under state quota. Under state quota, only the candidates from the state are eligible.

The seats of all the government medical and dental colleges are divided into two quotas- 15% All India Quota and 85% State Quota. This means 15% of the total seats available in government medical and dental colleges will be transferred to the All India Quota also known as the central pool. The counselling for such seats will be conducted by Medical Counselling Committee (MCC). The counselling for remaining 85% seats will be conducted by the respective State authorities.
For 15% All India Quota seats all the candidates who will appear in NEET UG 2018 and qualify the exam will be eligible to participate in the counselling process whereas for 85% State Quota seats, the candidates are also required fulfil the domicile criteria as laid down by the conducting body of a particular State.
