aleast rank considered will be below 5- 6k as previous year it was 7k. Rank cutoff change every year so it will be different for this year too. Normally cutoff ranks gets decreased as year passes by.

Study well and prepare such that you secure a rank below 10,000 which make you eligible for phase 1 counselling as total 20k will be considered for first phase counselling. Give your best. If you want to join CSE branch then work hard and get a rank below 5k.
