As per my knowledge IIT BOMBAY is the most preferred college for masters course.Last year the cutoff rank was 156 in obc category while for general category it was 29 rank.So you can yourself analyse that your chances of getting this college is too low.
But you can surely get other top colleges like IIT KANPUR,GUWAHATI,DELHI,KHARAGPUR,etc. for MSc in chemistry.
