The candidates having domicile of Delhi or Punjab are considered as outsiders and are not eligible for the 85% state-quota counselling in Chandigarh. However, if your parents have been residents of Chandigarh for past five years then you are eligible for Chandigarh state counselling. In that case, a residence certificate shall be issued to serve as a proof for the above condition.

Also, if your higher secondary or your school is recognized by Administration and situated in UT then yes, you will be eligible for the same.

If you do not fulfill any of the eligibility criteria mentioned, then you will not be eligible to apply for the state counselling of Chandigarh.

No you can't be eligible. But if you belong to sc and st or if you have defense quota means your father was in defense services then you automatically come under 85% quota. Otherwise Only if you have schooling from chandigarh you can be eligible. Other than these Conditions you can't be eligible for that.
