Yes you can study in DTU but at first you need to clear the entrance examination of  JEE Mains and CEE of B.tech lateral entry, and you have crack these entrance exam with a decent score also  to get the seat in DTU, try to come under the rank of 40K so that you can get any seat and 10-15K would be the safe score for CSE/IT.

And yes if your family income is 1.5 lakhs then fee concession is given to those students whose annual family income is below 4.5 lakhs.
