A straight forward answer to this question is tough as ever year its cutoff is increasing drastically, So I can say you will get in MAMC in Delhi but which round cant be said. Moreover, below-attached information is collected personal means not any formal site, hope so it will help!!

 The cutoff of 2016 was 580/720. 2017 cutoff will be around 628–630. And 2018 one of my friend has attended the round 1 of state counseling and he got the 21st seat at MAMC with AIR 305 and NEET score 651/720.

As per previous year cut off trend, chances of your friend getting MAMC for the course MBBS with a score of 653 through state quota is fair enough!

Last year the closing rank was 1226 and score of 603 through state quota. So if there's a similar cut off this year, then certainly!

In the first round of counseling, it might be difficult but in subsequent counselling rounds, the chances are high!

Dear candidate, as per last year the cut off for MAMC under STATE QUOTA it was -

• UR - 603
  
• OBC - 560
  
• SC - 521
  
• ST - 366
  

So, if your friend is applying through STATE QUOTA then he can get MAMC.
Also since the exam was bit easy this year so the cut offs are expected to increase this year. So, it would be difficult to get MAMC in 1st round.
