On the basis of your rank the chance of getting Jadavpur University is low but not over,You need to have patience and to carry on till 3rd round of counselling. Then you might get the college. As sometimes the cut off drops down to 20,000.

I would like to inform you that with a ranking 21983 in West Bengal Joint Entrance Examination , you seem to have a low or near to no chance of getting any stream In Jadavpur University. Even if you sit for spot rounds, i dont think it is going to make any difference.
