If you come under creamy layer then you will not get OBC-NCL reservation but you are considered as general category candidate. In 2019 round 7 the cut off for NIT, Hamirpur for Civil Engg for other state candidate was as follows

• General: 30687
• OBC-NCL:8956

Considering this you may get seat irrespective of your category. Cut will change this year depending on number of candidates appeared, difficulty of exam and number of seats available etc.

Congratulations for your rank!
But with this rank getting computer science and engineering in NIT Hamirpur is quite difficult.
As per previous records, nit Hamirpur had 10,015 as their closing rank for cse.
As per my knowledge I don't think this year the closing rank would increase upto 27k
But you may hope to get mechanical engineering.
