According to the category rank you have mentioned in the question you cannot get CSE neither in any of the NITs or any other good college as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks. As you are talking for Heritage Institute of Technology so there are very lower chances or even no chances of getting CSE in it on the basis of your category rank.

Note that the cut-offs are bound to change every year depending upon various factors.
