As you know the competitions nowadays are increased very much and in JEE Mains you have to perform very good or extraordinary to get a seat in any NIT or IIIT.

Now as you have secured 20190 rank in your SC category in JEE Mains, then it's impossible for you to get any NIT or IIIT. Because if you want a seat in SC category you have to secure at least under 6000 or 5000 rank in JEE Mains to get a seat in NIT.

As your home state is Uttar Pradesh then you can try for NIT Allahabad or IIIT Allahabad or IIIT Lucknow. But there is no chance that your get a seat in jossa counseling.

Now as you want a seat in IIIT Lucknow according to your question then still you will not get any seat in IIIT Lucknow in jossa all round counselling.

But there might be a chance that you can get computer science engineering or information technology at csab round counseling. But still there is no sureity that seats will remain vacant after all round counseling of jossa.

So, better you try at some other college like BIT Sindri or HBTI Kanpur.

getting IIIT campus with 20k rank will be difficult.  considering home state quota , if your rank is eligible for any non-technical branch then only there is chance.

for top demanding branch maximum cutoff goes upto 5k-6k.

It will be better option to give IIIT Lucknow in your counselling list. if you will have chance in later rounds of counselling then you can get it.

You have good chance for NIT campus. you can try for top to medium range NIT campus.

You can try for NIT campus like Trichy, warangal, Kharagpur, rourkella, Manipur.

cutoff will vary branch wise and campus wise so you have to choose out which campus which is most possible option for you.
