Hi, if you scored 39k you will be able to get in NITs and IIITs, but you won't get really good branches, thpugh you can still get decent colleges.
Last year, a friend of mine got Metallurgical Engineering in NIT Bhopal around the same rank, so go through the procedure, and you might get a good NIT or a IIIT, only if streams aren't a big concern for you. Definitely you do have a chance in securing a seat in a NIT or IIIT at your Rank of 39000. Perhaps I believe you should have already registered for JOSAA and must be waiting for a seat. If not do get yourself registeres for the CSAB or Spot Admission Process post JOSAA Round 6 of Counselling.
I believe you have a very good chances of securing a seat in any of the newer IIITs or NITs besides your Home State NIT and Core Branches like Mechanical, Chemical or Production at notable GFTIs like BIT Mesra Ranchi and IIEST Shibpur.
