Hi there,
Hope you are doing well. First of all Congratulations for securing such a wonderful rank in K-CET 2019. The answer for your question is Yes. You can get CSE in PES University ring road campus. Previous year the cutoff for CSE in PESU for GM category was 884. Even this year, it is expected to be the same. So you have a chance to get a CSE seat in PSU. I don't know much about the travel as I am not a resident of Bangalore, but PESU may surely have travelling facilities like bus for students from different parts of Bangalore. I hope you got the point after reading this answer.
