Hi Shivam. According to me, it is a good rank for cs branch. Cut-off for ranks in kiit has been between 4500-5500 for the past few years. So, getting 4000 rank can easily get you into CS branch. Moreover, it depends on your level of interest and passion. So if you are very much interested in it, then you should go for it.
