You need an obc ncl cerificate not a state certificate iit nit and iiit

Hey everyone plz solve my problem. Marte purwajo ka bath bihar me h but mera jharkhand me rahti hu mere papa bhi 25 sal se yahi reh rhe unke vo Sare id me jharkhand ka hi address h aur mere bhi. Mujhe competitive exam k liye obc ncl certificate bnana h but ye jhar se nhi bn pa rha h qki 40 sal purana grh hona chahiye to kya bihar se ban payega ya mai gnrl se form fill kru plz reply mujhe bhut tension hota h isse lkar. Plz solve
